ความเป็นมา

มูลนิธิชนเผ่าพื้นเมืองเพื่อการศึกษาและสิ่งแวดล้อม (ม.ก.ส) จัดตั้งขึ้นอย่างเป็นทางการ เมื่อวันที่ 3 พฤศจิกายน 2548 หมายเลขทะเบียน ชม. 0027/2548 โดยความร่วมมือของผู้แทนชนเผ่าพื้นเมืองและนักวิชาการ มีเป้าหมายเพื่อพัฒนาศักยภาพของผู้นำชนเผ่าพื้นเมืองและรณรงค์เพื่อสร้างความเข้าใจที่ถูกต้องเกี่ยวกับประเด็นชนเผ่าพื้นเมือง โดยเฉพาะวิถีการดำรงชีวิต อัตลักษณ์ วัฒนธรรม รวมทั้งข้อกังวลและผลกระทบที่มีต่อชุมชนชนเผ่าพื้นเมือง อันเนื่องมาจากการจัดทำ และการบังคับใช้นโยบายและกฎหมายที่ไม่สอดคล้องกับวิถีชีวิตและขาดการมีส่วนร่วมจากกลุ่มชนเผ่าพื้นเมือง เช่น นโยบายและกฎหมายเกี่ยวกับการอนุรักษ์และการจัดการทรัพยากรป่าไม้และความหลากหลายทางชีวภาพ มาตรการการลดก๊าซเรือนกระจกและการปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศ รวมทั้งกิจกรรมการทำเหมืองแร่ และการดำเนินโครงการพัฒนาขนาดใหญ่ ที่ส่งผลกระทบทางด้านสังคมและสิ่งแวดล้อม และการดำรงชีวิตของคนในชุมชน   โดยสนับสนุนและขับเคลื่อนร่วมกับสภาชนเผ่าพื้นเมืองแห่งประเทศไทย (สชพ.) และเครือข่ายชนเผ่าพื้นเมืองในระดับภูมิภาคและระดับนานาชาติ

วิสัยทัศน์

ชนเผ่าพื้นเมืองในประเทศไทยและอนุภาคลุ่มน้ำโขงมีความเข้มแข็ง สามารถส่งเสริมและคุ้มครองสิทธิของตนเองให้ดำรงอยู่ได้อย่างมั่นคงและมีศักดิ์ศรีบนพื้นฐานของภูมิปัญญาตามประเพณีสอดคล้องกับปฏิญญาสหประชาชาติว่าด้วยสิทธิชนเผ่าพื้นเมือง โดยอยู่ร่วมกันอย่างสันติสุข มีความเสมอภาค เป็นธรรม และมีภูมิคุ้มกันต่อการเปลี่ยนแปลง

ภารกิจ

-            ศึกษา วิจัย และพัฒนาระบบฐานข้อมูลชนเผ่าพื้นเมืองในประเทศไทย

-            ผลิตสื่อและเผยแพร่ข้อมูล

-            เสริมสร้างศักยภาพให้ผู้นำ เครือข่ายและขบวนชนเผ่าพื้นเมืองในประเทศไทย

-            ติดตาม ผลักดันนโยบายและกฎหมายส่งเสริมและคุ้มครองสิทธิชนเผ่าพื้นเมือง

วัตถุประสงค์

1)  เพื่อศึกษา วิจัยและพัฒนาระบบฐานข้อมูลเชิงประจักษ์สำหรับสนับสนุนชุมชนและขบวนชนเผ่าพื้นเมืองในประเทศไทย

2)   เพื่อผลิตสื่อและเผยแพร่ข้อมูล ให้เกิดความตระหนัก การยอมรับตัวตนชนเผ่าพื้นเมืองและอยู่ร่วมกันได้ในสังคมพหุวัฒนธรรม

3)  เพื่อเสริมสร้างศักยภาพผู้นำ เครือข่ายในประเทศและภูมิภาคให้สามารถขับเคลื่อนงานได้อย่างมีประสิทธิภาพ

4)   เพื่อประสานความร่วมมือองค์กรที่เกี่ยวข้องในการติดตาม สร้างและขับเคลื่อนนโยบาย กฎหมายที่เอื้อต่อการธำรงอัตลักษณ์ของชนเผ่าพื้นเมืองและการอยู่ร่วมกันในสังคมพหุวัฒนธรรม

กิจกรรมของมูลนิธิฯ

1.         การพัฒนาศักยภาพให้กับแกนนำ องค์กรและเครือข่ายชนเผ่าพื้นเมือง

ทางมูลนิธิฯ มีแผนในการส่งเสริมและการพัฒนาศักยภาพให้กับแกนนำ องค์กรและเครือข่ายชนเผ่าพื้นเมือง ในประเด็นที่เกี่ยวข้อง เช่น การจัดทำข้อมูลสถานการณ์สิทธิมนุษยชน การประเมินผลกระทบโลกร้อนที่มีต่อชุมชน การถ่ายทอดองค์ความรู้ ฯลฯ เพื่อให้แกนนำและชุมชนมีความเข้าใจ สามารถนำเอาความรู้และทักษะไปประยุกต์ใช้ในการแก้ไขปัญหาของตนเองได้ รูปแบบของกิจกรรมมีหลายอย่าง อาทิ การฝึกอบรม การศึกษาดูงาน การเรียนรู้จากการปฏิบัติจริง การเข้าร่วมประชุมในเวทีระดับต่างๆ

2. การจัดทำและเผยแพร่ข้อมูล

มูลนิธิฯ ได้รับมอบหมายจากสภาชนเผ่าพื้นเมืองให้พัฒนาและจัดทำระบบฐานข้อมูลชนเผ่าพื้นเมืองในประเทศไทย รวมทั้งติดตามนโยบายและกฎหมายที่เกี่ยวข้องกับชนเผ่าพื้นเมืองในระดับต่างๆ เพื่อนำเสนอให้กับชุมชนชนเผ่าพื้นเมือง นอกจากนี้ทางมูลนิธิฯ ยังได้รวบรวมข้อมูลองค์ความรู้ สถานการณ์ปัญหาและข้อกังวลของชุมชนชนเผ่าพื้นเมืองและนำเสนอสู่สาธารณะ เพื่อสร้างความเข้าใจและนำไปสู่ความร่วมมือในการจัดทำนโยบายและกฎหมายที่จะช่วยคุ้มครองและส่งเสริมสิทธิของชนเผ่าพื้นเมืองในประเทศไทย

3. การผลักดันนโยบายและกฎหมายคุ้มครองและส่งเสริมสิทธิชนเผ่าพื้นเมือง

มูลนิธิฯ ร่วมกับภาคีองค์กรและเครือข่าย สนับสนุนให้มีการจัดทำนโยบาย และ/หรือกฎหมายที่สนับสนุนและคุ้มครองสิทธิของชนเผ่าพื้นเมืองในประเทศไทย เพื่อให้ชนเผ่าพื้นเมืองมีสิทธิและเสรีภาพเสมอภาคเท่าเทียมกับคนกลุ่มอื่นๆ ในสังคม

4. การระดมทุน

ทางมูลนิธิฯ ร่วมกับภาคีองค์กรและเครือข่ายต่างๆ ผลักดันให้มีการจัดตั้งกองทุนสำหรับชนเผ่าพื้นเมือง ทั้งในระดับท้องถิ่น ระดับชาติและระดับภูมิภาคเพื่อให้ชุมชนชนเผ่าพื้นเมืองสามารถเข้าถึงแหล่งทุนได้โดยตรง เพื่อนำไปใช้ในการพัฒนาวิถีชีวิตและความเป็นอยู่ของตนเองให้ดีขึ้น

Indigenous Peoples’ Foundation for Education and Environment (I.P.F) 

Background 

The Indigenous Peoples Foundation for Education and the Environment (IPF) was officially established on November 3, 2005, with registration number CM 0027/2548. It was founded through the collaboration of indigenous representatives and academics, aiming to develop the capacity of indigenous leaders and advocate for a correct understanding of indigenous issues. These include ways of life, identity, culture, concerns, and the impacts on indigenous communities caused by policies and laws that do not align with their traditional ways of life and lack their participation.

 Such policies and laws include conservation and managing forests and biodiversity, measures to reduce greenhouse gas emissions and adapt to climate change, mining activities, and large-scale development projects that have social and environmental impacts on indigenous communities. The foundation supports and collaborates with the Indigenous Peoples Council of Thailand (CIPT) and indigenous networks at both regional and international levels.

Vision

Indigenous peoples in Thailand and the Mekong region will be strong, able to promote and protect their rights, and sustain their way of life with dignity based on traditional knowledge. This vision aligns with the United Nations Declaration on the Rights of Indigenous Peoples, aiming for peaceful coexistence, equality, fairness, and resilience to change.

 Mission

• Conduct research and develop a database system on indigenous peoples in Thailand.

• Produce media and disseminate information.

• Strengthen the capacity of indigenous leaders, networks, and movements in Thailand.

• Monitor and advocate for policies and laws that promote and protect indigenous rights.

Objectives

1. To research and develop an empirical database to support indigenous communities and movements in Thailand.

2. To produce and disseminate media to raise awareness, foster recognition of indigenous identity, and promote coexistence in a multicultural society.

3. To build the capacity of leaders and networks at national and regional levels to drive their work effectively.

4. To coordinate with relevant organizations in monitoring, developing, and advocating for policies and laws that support the preservation of indigenous identity and harmonious coexistence in a multicultural society.

Strategies

• Strengthening capacity of indigenous leaders, organizations, and networks.

• Development of database and information systems for planning and development.

• Promotion and protection of indigenous rights.

• Fundraising.

Activities of the Foundation

1. Capacity Development for Indigenous Leaders, Organizations, and Networks
   The foundation has plans to promote and enhance the capacity of indigenous leaders, organizations, and networks on relevant issues, such as documenting human rights situations, assessing the impacts of global warming on communities, and transmitting indigenous knowledge. The goal is to ensure that leaders and communities understand these issues and can apply their knowledge and skills to address their challenges. Activities include training, study visits, hands-on learning, and participation in various forums.

2. Data Collection and Dissemination
   The CIPT has assigned the foundation to develop and maintain a database on indigenous peoples in Thailand. It also monitors policies and laws on indigenous peoples at different levels and presents relevant information to indigenous communities. Additionally, the foundation gathers indigenous knowledge, community issues, and concerns, making them public to foster understanding and cooperation in formulating policies and laws that protect and promote indigenous rights in Thailand.

3. Advocacy for Policies and Laws that Protect and Promote Indigenous Rights
   In collaboration with partner organizations and networks, the foundation supports the development of policies and/or laws that protect and promote the rights of indigenous peoples in Thailand. The goal is to ensure indigenous peoples have equal rights and freedoms, on par with other societal groups.

4. Fundraising
   The foundation works with partners and networks to explore funding opportunities and initiate local, national, and regional income generation activities. These funds aim to provide direct financial access to indigenous communities, allowing them to improve their way of life and livelihoods.
